    Major Duties and Responsibilities

    • Applies and upholds City ordinances, regulations, policies, and master development plan requirements pertaining to zoning, subdivisions, landscaping, land use, site development, or other applicable areas.
    • Primary zoning reviewer for site plan and subdivision reviews.
    • Primary reviewer for plat reviews, including exception plats, minor subdivision plats, and final plats for major subdivisions.
    • Works with developers and members of the general public to answer development related questions.
    • Assists other staff members with rezonings, text amendments, or permitting when necessary.
    • Attends Planning Board meetings, City Council meetings, and any other planning related meetings, making presentations when necessary.
    • Assists the general public and developers with operation of online portal and provides assistance navigating to any other resources requested.
    • Ensures that inquiries from the public are addressed tactfully and in a timely manner.
    • Aids in training new Land and Development Services staff.
    • Performs other related duties as assigned.

     

    Knowledge, Skills, and Abilities:

    • Ability to understand, interpret, and apply the City’s ordinances and codes governing zoning and land use.
    • Ability to read and interpret surveys, plans, architectural and engineering drawings, maps and blueprints. 
    • Ability to firmly and tactfully enforce ordinances and codes. 
    • Considerable knowledge of principles and practices of municipal planning to include recent developments and best practices. 
    • Considerable knowledge of governmental laws, programs, and services pertinent to the community and economic development and planning processes. 
    • Thorough knowledge of GIS systems as they relate to planning needs and the ability to create maps and graphical presentations.  
    • Ability to learn to operate the City’s permitting system, eReviews program, and aid applicants with submittals through the system. 
    • Skill in the collection, analysis, and presentation of technical data and planning recommendations for professional and lay audiences. 
    • Ability to conduct research and prepare comprehensive reports and studies on project activities.  
    • Ability to effectively communicate in oral, written and graphic forms.
    • Must be able to physically perform the basic life operational functions of stooping, kneeling, crouching, standing, fingering, walking, talking, hearing and repetitive motions. 
    • Must be able to perform sedentary work exerting up to 10 pounds of force occasionally; and/or up a negligible amount of force frequently to move objects.
    • Must possess the visual acuity to prepare and analyze figures, prepare computer reports, do extensive reading, use measurement devices, and operate a motor vehicle. 

     

    Minimum Requirements:

    • Bachelor’s degree with coursework in municipal planning, or related field and moderate experience in municipal planning or community development, or equivalent combination of education and experience.
    • Must have a valid NC Driver’s License.
    • Extensive development plan review experience.
    • Quasi-judicial and legislative proceeding experience preferred.
    • Board and commission presentation experience preferred.
    • Possession of American Institute of Certified Planners Certification preferred.

     

    Hiring range: $60,008.88 - $78,011.55 (depending on experience)

    This position performs specialized work in support of community development, housing and revitalization projects in the City.

    Job Responsibilities

    Major Duties

    • Assists with the implementation of various community development programs;
    • Acts as coordinator between City and contractors, consultants, and clients
    • Assists the Planning and Community Development Manager in the implementation of aspects of the Community Development Program
    • Performs application intake for multiple housing rehabilitation programs by interfacing with clients and assuring applications are correct and meet minimum requirements
    • Maintains confidentiality of personal financial information of clients as required by law
    • Coordinates with other community agencies for resources to assist clients
    • Researches available grants; recommends potential grant programs; assists in completing grant applications
    • Assists in the preparation of Housing, Revitalization and Neighborhood Plans; and performs work to implement the same
    • May assist in the preparation of bid packages for bid openings; ensures advertising requirements are met for bid openings and public hearings
    • Plans and conducts various community development and planning related workshops
    • Attends neighborhood meetings and community events to explain program offerings and to solicit interest in various grant programs offered through the City
    • Assists in budget activities
    • Performs other related duties as assigned

    The City of Concord is seeking qualified applicants to join the Planning & Neighborhood Development Department as a Construction Coordinator

    The purpose of this position is to coordinate and supervise community development construction projects and assist with the budget planning process in the Community Development Division.

    Essential Duties and Responsibilities:

    • Performs general administrative duties by maintaining construction records, meeting with potential grant recipients, editing and preparing reports, researching information, and providing clerical support. 
    • Coordinates infrastructure components related to new public and private developments by meeting with developers, landowners, the City code enforcement and planning departments, and other city and county departments. 
    • Organizes new construction projects by processing bid documents, evaluating bids for compliance, interpreting plans, reviewing drawings and specifications, performing inspections, and processing change orders and payments. 
    • Coordinates housing renovation programs by evaluating potential housing projects, determining scope of work for new construction and rehabilitation projects, preparing cost estimates, writing contracts, determining completion of work within compliance standards, inspecting program for deviations or errors, informing homeowner of work progress, and processing change orders and payments. 
    • Evaluates the feasibility of demolition or acquisitions by monitoring work performed, obtaining special permits and releases pertaining to demolition, and ensuring preparations are completed prior to demolition. 
    • Assists in special construction projects for community revitalization by coordinating maintenance and renovations for selected city buildings, meeting with city and county departments on projects, working with state agencies to maintain compliance, and building new homes.
